## Summary

Powys County Council is inviting qualified contractors to join a Dynamic Purchasing System (DPS) for the Highways and Civil Engineering Works in Powys, Mid Wales. This tender, currently in the procurement stage, offers a selective and restricted procedure aimed at streamlining procurement and enhancing opportunities for regional development. The contract will begin on 28 July 2025 and is expected to run until 23 February 2029, with a contract value estimated at £4,000,000. The Council, located in Llandrindod Wells, requires contractors to be SSIP compliant and Constructionline Registered to a minimum of Silver, ensuring they meet specific selection criteria. Potential bidders have until 23 February 2029 to submit their applications, with electronic submissions being the preferred method.

Participating in this DPS initiative provides businesses with substantial growth opportunities by enabling qualified contractors to engage in various public works, such as carriageway resurfacing, highway maintenance, and flood alleviation schemes. The inclusion of a DPS means businesses can continuously apply to join throughout the system's lifetime, fostering ongoing engagement and competition. This tender is especially suitable for contractors focusing on civil engineering and those capable of meeting insurance requirements, thereby promoting responsiveness and regional development in Powys County. The procurement process encourages transparency and collaboration among local and regional businesses, allowing them to contribute to community benefits as part of broader economic and social objectives.
