## Summary

Qualifications Wales has recently concluded the procurement process at the award stage for their project titled "Evaluation Research: Reform of Qualifications for 14-16 year olds in Wales," with Alma Economics Limited being awarded the contract. This initiative falls under the services category, specifically related to research and development services and related consultancy services. Located in Newport, Wales, the procurement process was initiated to understand the impacts of the qualification offer design and other factors during the implementation phase of curriculum reform. The contract was signed on 10th July 2025, with Qualifications Wales serving as the contracting authority. The procurement attracted 5 bids, highlighting a competitive tendering process.

This tender represents a significant opportunity for organisations specialising in research and development services to expand within the educational sector, particularly those with expertise in curriculum reform. Businesses engaged in consultancy services that focus on educational evaluation, policy analysis, and strategic consultancy are particularly well-suited to compete in such tenders. By participating in this market, companies can leverage their expertise to influence educational reform outcomes, while also gaining exposure and establishing their reputation within an evolving area of public service provision.

## Notice

With a focus on learning from the reform of curriculum in Wales, the aims of the research are:1. To help us to understand why use of the qualification offer in schools changes through the period of implementation. We want to understand the impacts of the qualification offer design but also other factors, as well as how the change varies qualitatively across school contexts. We are interested in how beliefs about qualifications might be changing and how this might link to how the qualifications are used.2. To help us understand whether and how the intended benefits of the reform are being realised and what might be impacting on that.
