## Summary

The public procurement process described involves the NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, which has arranged an urgent contract under the National Collaborative Framework for Adult Mental Health, Learning Disabilities, and CAMHS Hospital Services. The contract was awarded to Elysium Healthcare Limited for the provision of Locked Rehabilitation (Controlled Egress) Mental Health services for males. The framework agreement is under Lot 11 and focuses on service delivery within the UK, specifically Wales (Region UKL). The procurement stage has reached completion as of 18th July 2025, with the contract being signed on the same date. This open procurement procedure falls under the services category, complying with the Health Services (Provider Selection Regime) (Wales) Regulations 2025.

This tender represents a significant opportunity for businesses specialising in mental health services, particularly those able to accommodate urgent care requirements within controlled egress psychiatric facilities. The opportunity is especially suitable for larger healthcare service providers who are already part of established frameworks and can quickly mobilise resources to meet urgent demands. This procurement underscores the NHS commitment to improving healthcare access and reducing health inequalities, thus businesses with a strong focus on quality healthcare provision and community benefits proposals are likely to find suitable growth prospects through such tenders. The completion of the contract highlights the importance of timely bids and recognising regulatory urgencies in public safety and patient care.
