## Summary

The procurement process initiated by NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, aimed to insource endoscopy procedures to reduce waiting times as part of the elective recovery programme for Cardiff and Vale University Health Board. The procurement falls under the "services" category, classified under the CPV code 85111100, and was designed to enhance capacity at the Royal Glamorgan Hospital in the UK. The initial procurement stage was marked by a direct award method under the Provider Selection Regime Wales without prior publication. Although the procurement was intended to commence on 4th September 2025, the process was ultimately abandoned, and a contract was not awarded due to regulatory review findings on the framework suitability. Key stakeholders involved included NHS Wales Shared Services as the buyer, and ID Medical Group Limited as the supplier, with significant contract activities intended to support the health board's objectives between 4th September 2025 and 31st March 2026.

This tender, despite being abandoned, presents a notable opportunity for businesses specialising in clinical and diagnostic services, particularly those with expertise in managing healthcare insourcing projects. Companies possessing strong staffing and service knowledge of NHS facilities may find future opportunities in similar initiatives by demonstrating the ability to swiftly scale operations and meet healthcare capacity needs. Businesses within the large enterprise sector, like ID Medical Group Limited, are generally well-placed to engage in such contracts, providing a strategic growth avenue by supporting NHS operations with resources and expertise in reduced timeframes. This past intention to award indicates a high demand for businesses capable of delivering immediate healthcare solutions under expedited or specialised frameworks.
