## Summary

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is overseeing a public procurement process titled "General Dental Services - SBUHB". This procurement is centred in the health industry category, specifically aimed at commissioning NHS Units of Dental Activity within the Swansea Bay University Health Board footprint, preferably in Neath. The process involves an open procedure for services, supported by a substantial budget of £2,490,968.20. The key procurement stage of this contract has reached the award phase, with the contract being signed on 12th December 2025. The procurement process adheres to the NHS (General Dental Services Agreement) (Wales) Regulations 2006, inviting both existing NHS contract holders and potential new dental practices to apply for a 5-year Personal Dental Contract, with future potential for extension through a General Dental Services contract.

This tender presents significant opportunities for businesses in the dental services industry, particularly those looking to expand their capacity or establish new practices. The procurement process, classified under CPV codes 85130000 and 85131000, is structured to favour businesses with demonstrable experience in NHS service delivery, ensuring readiness to handle increased contract values. SMEs with adequate workforce capacity to meet the legal requirements of dental service agreements are particularly suited to compete. The successful applicant, Paul John Jones, showcases the competitive nature and growth potential for small and medium enterprises within the regional health sector. This procurement encourages participation from businesses equipped with electronic submission methods via eTenderWales, fostering seamless communication and transaction management.

## Notice

Swansea Bay University Health Board (SBUHB) is seeking to commission NHS Units of Dental Activity (UDAs) to deliver high quality dental care. The Health Board will seek to offer additional Units of Dental Activity to existing full NHS contracts, or for the development of a new dental practice, under the terms of the NHS (General Dental Services Agreement) (Wales) Regulations 2006. Providers wishing to apply to increase their current GDS contract value must therefore meet all the legal requirements of the General Dental Services (GDS) contract. In addition, you must have recent demonstrable experience of successful delivery of NHS dental services and must be able to guarantee that additional workforce capacity is available at your practice to deliver any additional contract value that may be awarded. The Health Board would also welcome applications for a new dental practice to be set up within the Swansea Bay area. If a new practice application is successful, this will be subject to the issue of a Personal Dental Contract (PDS), for an initial period of 5 years. Following this period, the Health Board will review the service provision, and if all contract activity is at an acceptable level, a General Dental Services (GDS) contract will be issued, to replace the PDS contract, in line with Regulation 21 of the Personal Dental Services Regulations (2006).
