## Summary

The Commission for Tertiary Education and Research (Medr) is conducting a procurement process to appoint a supplier for designing a System Leadership Programme for the tertiary education sector in Wales. This initiative focuses on developing leadership proposals for current and aspiring senior leaders across the sector, with the buyer located in Cardiff. The process has reached the award stage, with the contract awarded to Ggi Development And Research LLP on 26 February 2026. The procurement method used was open, and the awarded services fall under the categories of research and consultancy. The tender process began in January 2026, with submissions closing on 4 February 2026. This project is under the 'services' category, aligning primarily with educational and consultancy services, and the primary contracting location is Cardiff.

This tender presents substantial opportunities for firms specialising in leadership development and consultancy services. Given the open nature of the procurement, businesses with expertise in research, consultancy, and education services are well-positioned to benefit from engagement with Medr, a prominent authority in the education sector. The focus on system leadership and professional development for senior leaders offers significant scope for innovative consultancies and training providers to showcase their capabilities. Businesses adept at fostering cross-sector collaboration, designing developmental programmes, and aligning services with professional standards will find ample growth potential by participating in similar opportunities within the Welsh tertiary education sector.
