## Summary

The procurement process involves NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, for the provision of neurodevelopment assessments. This contract falls within the health industry category and is located in Cardiff, Wales. It is currently in the award stage, with the contract having been signed on 23 February 2026. The procurement follows a limited method and was carried out using Direct Award Option 2 under the Health Services (Provider Selection Regime) (Wales) Regulations 2025. This involves delivering externally-procured, multi-disciplinary bilingual assessments to address the rising demand for autism spectrum disorder (ASD) and attention deficit hyperactivity disorder (ADHD) diagnostic assessments, meeting the Welsh Government's 26-week referral to assessment target.

This tender offers significant opportunities for businesses capable of providing high-quality neurodevelopmental assessments, especially those with expertise in bilingual, multi-disciplinary service delivery. Small and medium-sized enterprises (SMEs) like WADE THERAPY SERVICES LTD have a potential advantage given their agility and specialised skills. Such businesses can contribute to addressing health inequalities and improving access to care, aligning with the requirements for quality and social responsibility set by the contracting authority. By facilitating collaboration and service sustainability, suitable businesses can positively impact children's health services in Wales, fostering long-term growth and partnership opportunities within the health sector.

## Notice

The PTHB children and young peoples (CYP) ND service has experienced an increase in referral demand for diagnostic assessment of ASD and ADHD since its inception in 2018, compounded by the COVID pandemic. The service is required to satisfy a Welsh Government (WG) ND diagnostic assessment 26-week referral to assessment (RTA) waiting time target, but Powys has insufficient workforce capacity to meet current demand.
