Lot 1

NHS National Services Scotland wishes to contract on behalf of NHSScotland for provision and hosting of context-sensitive clinical decision support software. The current project is focused on a pilot testing the feasibility of implementing a clinical decision support system that will work across GP clinical information systems in a minimum of two NHSS Boards during 2016 to 2018, with a view to a potential future rollout across primary care and into acute. This potential second phase will depend on successful evaluation of the initial pilot as the basis for a business case for wider roll-out. The budget for the initial Pilot phase is a maximum of 50,000 GBP. The second phase is optional and dependent on the success of the pilot. The CDS will provide knowledge based support at point of care, intended to be used in the consulting room to assist doctors and other clinical staff in managing complex conditions. The system will be able to prompt users to use the CDS when a supported symptom or condition is presented. The CDS will use existing data from the patient's EHR to populate fields for any underlying algorithm. Users will be able to enter additional required or appropriate data via the CDS interface or the electronic health record (EHR). The CDS will provide evidence-based outputs in the form of advice for further care; actions such as prescribing, further investigation and onward referral. The CDS will be able to implement structured decision support algorithms authored from national guidelines and protocols. Publishing and distribution will be able to be managed remotely, including updates and changes, without onsite visits. A library function will allow users to select pre-authored CDS rulesets for use in a system, and for viewing and editing to meet local requirements. The CDS platform should be system-agnostic - i.e. not coupled to just one EHR. Training for authoring and use of the CDS will be required and be provided via the project, with the CDS supplier expected to have training materials to support this process. End user support tools will be provided including contextual help and a route for escalating any other issues, including technical and clinical. The CDS will work with existing NHS Scotland infrastructure and systems, but have the potential to be able to be used with future GP EHR systems and have a technical framework to allow this. The supplier is likely to be required to support some technology development - e.g. to export text for use in other applications. The CDS will be able to provide reports to analyse its use. The contract will be set up as an NSS Framework which will allow NHS Health Boards and other Health based organisations such as Integrated Health and Social Care Partnerships to call off from the framework. Suppliers will be required to deliver software and other IT related services such as support and maintenance, training, consultancy, hosting among others.. An ESPD document will be uploaded with this notification. Suppliers must respond as per the instructions in the document.
