## Summary

The Scottish Prison Service is overseeing the procurement of a contract titled "Learning & Skills Service (Prisoners)" aimed at delivering educational and vocational training within public prisons across Scotland. The procurement process is currently at the Award stage, with the contract being officially signed on 11 May 2017. The total value of this project is approximately £23 million, indicating a significant investment in the provision of education services to adults and young offenders within the prison system. It is important to note that the procurement method employed here was a limited procedure without prior publication of a call for competition.

This contract presents considerable opportunities for businesses focused on educational services and vocational training, particularly those with expertise in delivering tailored learning programmes to diverse and often disadvantaged populations, such as prisoners. Companies that can offer innovative curricula, employ experienced educators, and demonstrate strong compliance with relevant educational standards will be well-suited to compete for this contract. The Scottish Prison Service may also allow subcontracting arrangements, thus broadening the potential for inclusion of various organisations in the bidding process. As the service aims to enhance the employability and skills of prisoners, businesses that align with these values and have a record of effective training delivery are likely to succeed.
