## Notice

Glasgow City Council has a requirement to appoint a suitably experienced cycle hire operator to provide a Mass Automated Cycle Hire (MACH) scheme operating from Council provided MACH Stations within the City of Glasgow. The Council shall award the contract to a single operator and provide exclusive access to these MACH stations, subject to the terms of the Contract. The Service Provider will provide for a network of cycles allowing the public access to automated bike hire facilities using a cost structure which encourages localised point to point journeys within Glasgow City Centre and its environs. The MACH Scheme is essentially seen as an extension of the public transport infrastructure, enabling improved interchange between subway, rail and bus stations and extending the range of access to key destinations and trip attractors in the City.

Please also refer to section II.1.4 for further details of the scope and description of the contract. The service provider must supply a membership based pay as you go MACH Scheme. The service provider will be responsible for full operation and maintenance of the MACH scheme including back office support, management of booking system, cycle hire procedures, re-distribution of cycles, inspection/cleaning of hire stations and all maintenance and repairs associated with the bikes. The council will provide capital grant funding for initial start-up/implementation of the contract for the 1st year. After year 1 no further subsidy payment will be provided from the council to the supplier. The council will install an additional 10 MACH stations within the 1st 12 months increasing the current stations from 43 to 53. The service provider must secure the services of title sponsorship/advertising which must include branding for the scheme and revenue generated will be shared with the council. The service provider must deliver the agreed number of cycles required to operate initial capacity MACH Scheme (500 bikes). The service provider must expand the scheme by installing a minimum of 6 stations per year from GCC schedule included within the tender. The service provider must provide GCC with data on all operations associated with the scheme.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
