## Summary

The Scottish Government is currently at the Award stage of the public procurement process for a contract titled "Jury Research". This initiative aims to appoint a service provider to delve into the dynamics of jury decision-making within the criminal justice system, particularly examining the current jury majority and three-verdict system. The procurement process followed an open procedure method and was scheduled for completion on 10th May 2017. The buyer's contact point is located in Glasgow, Scotland, and the total contract value is £500,000.

This contract presents substantial growth opportunities for businesses specialising in research services, particularly those with expertise in law, social sciences, or methodology development. Companies that are capable of employing mixed-method approaches, such as case simulation and literature reviews, would likely find themselves well-positioned to compete. Additionally, the procurement process encourages participation from firms that can demonstrate a commitment to community benefits, emphasising recruitment and training for disadvantaged individuals, which may enhance the social value of tender submissions.

## Notice

The Scottish Government has appointed a Service Provider to undertake jury research. In the Programme for Government, the Scottish Government stated that we would commission "jury research to consider the dynamics of decision-making by juries, including the current jury majority and three verdict system, helping to inform future proposals for the reform of the criminal justice system".

### Lot Information

Lot 1

The Cabinet Secretary for Justice has decided that the research should focus on the recommendations made by Lord Bonomy in his Post-corroboration Safeguards Report with two additional topics. The proposed research methodology will be a mixed-method approach using case simulation and literature review(s). The research will not involve actual or live criminal court cases and as such will not observe real jurors currently sitting on actual cases or ask questions of jurors about their past experience(s) of jury duty.
