It will also allow time for a full review of the service to be conducted, work to develop a revised specification and agreement on a procurement route for services beyond April 2019. ### Procurement Information Section 13 of the Procurement Reform (Scotland) Act 2014 allows for award without seeking offers, but should consider the TFEU fundamental principles where relevant.
