## Summary

The City of Edinburgh Council has completed a procurement process for the "Young Carers Support Services," aimed at providing essential support to young carers aged 5 to 20. This contract falls under the general public services category and is located in Edinburgh, UK. The procurement was executed through a limited method, specifically an award procedure without prior publication, due to a limited supply market and changes resulting from the Carers (Scotland) Act 2016. The contract was awarded on 24 November 2016 and is currently active as a two-year arrangement intended to ensure continuity of service while a more comprehensive review and specification development is planned.

This tender presents significant opportunities for businesses focused on social services, particularly those that specialise in support for young carers, mental health, or community outreach. Companies equipped to offer preventative services and programmes that build resilience in young individuals will be particularly well-suited to compete. The direct award nature of this contract indicates that the City of Edinburgh Council is prioritising quality and continuity in service provision, enabling interested parties to engage in future redesigned services as policies evolve.

## Notice

This is a preventative service known as the Edinburgh Young Carers Project (EYPJ) which provides a range of support, services and activities designed to improve the lives of young carers (children and young people aged 5 to 20 years who care for someone else at home). The provider also works on raising further awareness of young carers through campaigning and their Schools Awareness Raising Project, which has identified many more young carers than previously known.

### Lot Information

Lot 1

The direct award of this contract is in the best interests of the young carers. This is a preventative service which builds resilience and provides support and respite before other more costly interventions are required. The direct award of this two year contract will enable the Council to fully understand the implications of the Carers (Scotland) Act 2016 and accompanying guidance provided by the Scottish Government which is estimated to be released in May 2017. It will also allow time for a full review of the service to be conducted, work to develop a revised specification and agreement on a procurement route for services beyond April 2019.

### Procurement Information

Section 13 of the Procurement Reform (Scotland) Act 2014 allows for award without seeking offers, but should consider the TFEU fundamental principles where relevant. As the supply market for this service is currently limited and the service requirement is undergoing a redesign due to the implications of the Carers (Scotland) Act 2016, it was deemed to be in the best interests of the young carers to award this contract as an interim measure to ensure continuity of service.
