The Authority treated as ineligible and did not select any bidder on any of the grounds set out in 1.17 - 1.70 of the ESPD. The bidders used the ESPD as a self-declaration that they had not breached any of the mandatory and discretionary exclusion grounds, or satisfactory self-cleansing measures and that they met the relevant selection criteria.
