## Summary

The Stornoway Port Authority is undertaking the "Goat Island Project" aimed at developing a new food processing factory and refurbishing the boat yard on Goat Island, located in Stornoway, UK. The procurement process, which has reached the Award stage, involves two distinct lots: Lot 1 for the food processing facility requiring architect-led design team consultancy, and Lot 2 for improvements to the boat yard facilities, which needs a civil/structural engineer-led design team. Key deadlines included the original tender return date of 17 January 2017, which was later revised to 13 February 2017.

This project offers significant growth opportunities for businesses within architectural and engineering services, particularly those specialising in food processing facility design and marine structure improvements. Companies equipped to provide full design consultancy and cost management services, especially those with experience in similar public sector projects, will be ideally positioned to compete. The anticipated procurement routes for construction contracts further enhance the project's appeal by allowing a diverse range of service providers to participate effectively.

### Lot Information

Architect-Led Design Team Consultancy Services for Lot 1 Food Processing Facility - Goat Island, Stornoway

The Port Authority wishes to develop a new food processing factory on Goat Island. The project is to provide a new factory plan shape to be rationalised, with offices, canteen and staff facilities on an upper floor, with the likely result that approximately one quarter of the building will be on two levels. The factory is to be completed to a shell standard including services i.e. toilets, hygienic wall linings etc. Procurement and install of food processing equipment to be done by tenant. Externally an increase over the current provision for delivery / parking / turning space for articulated lorries will be required. Construction work includes demolition of the existing facility and re-surfaced footpath. Funding has been approved and Port Authority is seeking an Architect-led design team to develop the design to concept proposals (RIBA Stage 2). Subject to internal approvals and securing funding, the team will continue to complete the project. The anticipated procurement route for the construction is a single stage design and build contract at the end of RIBA Stage 3. The design team will be novated to the design and build contractor. Please note that the Port Authority will be appointing a Project Manager (via a separate procurement exercise. The Project Manager will be the Contract Administrator for the construction contract).

Civil / Structural / Marine Engineer-Led Design Team Consultancy Services for Lot 2 Boat Yard Development - Goat Island, Stornoway

The Port Authority is progressing a project to improve the current facilities of the Boat Yard on Goat Island. The project is to extend the existing side slip and install a new boat marine building. This will allow the Boat Yard to undertake works under cover during the winter period. The Port Authority is seeking a Civil / Structural / Engineer-Led design team to provide full design consultancy and cost management services for the project. The Port Authority will initially commission RIBA Stage 1 and 2 services. Further services beyond RIBA Stage 2 will be subject to the Port Authority obtaining funding for the project. The anticipated procurement route for the construction is a traditional contract. Please note that the Port Authority will be appointing a Project Manager (via a separate procurement exercise. The Project Manager will be the Contract Administrator for the construction contract).
