Glasgow City Council (the 'Council) is issuing this PIN on behalf of four Councils (Glasgow, Aberdeen, Perth & Kinross and Stirling) to invite organisations to participate (be 'Participants') in a market consultation project ('Consultation') which will enable the Council to gather the views of Participants to meet the following objectives in the procurement of an Intelligent Street Lighting Central Management System for the 4 cities: inform specification and process development; assist the project team in packaging the procurement(s) to maximise competition and ensure sufficient market interest in the procurement(s); to understand which organisations may be interested in supplying some or all of the services and to determine any particular risks and issues that need to be further considered. Potential suppliers will be required to complete a market engagement questionnaire. The Council may seek further dialogue on the information contained with the questionnaire.

This project is looking to deliver an end-to-end lighting control and management solution which meets the requirements of the Councils and consists of: Sensor input, Lighting Control Units, network connectivity and Lighting Control & Monitoring Software, with all such lighting assets and their components parts being able to function effectively on a stand-alone single supplier or multi-supplier basis. This project is not limited to lighting functionality, but also includes features such as: Sensor integration and associated data backhaul; System response to multiple data inputs (such as those from sensors); Wireless Connectivity; Use of 'Open Standards'; On the Fly configuration; Graphical User Interface; System Management & Reporting; and Ability to integrate with 3rd party systems We are seeking solutions based on advanced capabilities and services already deployed in similar locations.
