## Summary

Scotland Excel is the contracting authority organising a procurement process for the "Energy Efficiency Contractors" framework, aimed at addressing energy efficiency projects across various locations throughout Scotland. The procurement method follows an open procedure, and the tender period ended on 6th February 2017, marking the transition to the award phase. This framework encompasses works related to energy assessors, building fabric improvements, and heating and micro-generational installations, driven by compliance with key programmes such as the Energy Efficiency Standard for Social Housing and the Home Energy Efficiency Programme for Scotland.

This tender presents significant opportunities for businesses specialising in energy efficiency, building services, and renewables. Contractors that can provide services such as energy performance assessments, various forms of insulation, and heating system installations will be particularly well-suited to participate in this procurement. Additionally, companies with a focus on sourcing funding for these energy efficiency measures or those willing to engage with local authorities and private householders may find this tender beneficial for growth and expansion in the energy sector.

## Notice

Framework for Energy Efficiency Contractors including, but not limited to energy assessors (Energy Performance Certificates), building fabric works (various insulation works and replacement windows and doors) and heating and micro-generation works (replacement boilers and solar panels). It is envisaged that a large proportion of the works will be required in order to meet councils obligations under two major programmes, namely the Energy Efficiency Standard for Social Housing (EESSH) and the Home Energy Efficiency Programme for Scotland: Area Based Scheme (HEEPS ABS). It is likely that councils will require contractors to source funding to support measures delivered under these schemes through sources such as the Energy Company Obligation (ECO) and that the council will only act as a funder for certain works and the contractor may be required to enter into contracts with others including private householders or proprietors or owners to carry out the works.
