### Lot Information

Lot 1

The direct award of a contract to My Adventure for the provision of an Additional Support for Learning service for fifteen months. This award is an interim measure which is in the best interests of the young people involved. It is proposed that collaborative working to support inclusion, improved attainment and better outcomes for vulnerable young people will be a key element of the strategy. In order to enable the best value outcome, it is proposed to include all of the Additional Support Learning contracts within a single programme, allowing a comprehensive review, consultation with all stakeholders and service specification development to be undertaken.

### Procurement Information

Section 13 of the Procurement Reform (Scotland) Act 2014 allows for award without seeking offers, but should consider the TFEU fundamental principles where relevant. As the service requirement is undergoing a redesign due to Council strategy to review all Additional Support Learning, it was deemed to be in the best interests of the young people to award this contract as an interim measure to ensure continuity of service, as this is a preventative service which provides support before other more costly interventions are required. The award will allow time for a full review of the service to be conducted, work to develop a revised specification and agreement on a procurement route for services beyond April 2018.
