## Summary

The Scottish Government is conducting an open tender for the "Investment in Charitable Bonds" project, aimed at issuing bonds to finance social justice initiatives and support registered charities. This procurement process is categorized under services and is currently in the Award stage, with the date signed for contracts being 17th May 2017. The submission deadline for bids was 13th April 2017, with the procurement value set at £1,200,000. The location of the initiative is Glasgow, UK, specifically at the Government's headquarters on Broomielaw.

This tender represents a significant opportunity for financial institutions, particularly those regulated by the Financial Conduct Authority, seeking to expand their services within the social impact finance sector. Businesses specialising in bond issuance, charity financing, and governmental contracts would find this tender well-suited to their capabilities. Qualified firms with experience in handling charitable bonds and a proven financial standing, demonstrating a minimum turnover of £1.5 million over the past two years, are encouraged to participate in this initiative to enhance their growth and enhance social outcomes in Scotland.

## Notice

The Scottish Government's Housing, Regeneration and Welfare Directorate requires a suitably qualified and experienced Contractor regulated by the Financial Conduct Authority to issue one or more bonds designed to provide loan finance to further the Scottish Government's social justice ambitions and generate donations to charities registered on the Scottish Charities Register.

### Lot Information

Lot 1

The successful Contractor will issue and promote limited recourse bonds open for investment by Scottish Ministers at the indicative levels set out at Section 2.4 but which also allow for potential investment by other eligible organisations (such as Scottish Local Authorities, agencies of the SG etc., collectively known as "Subscribers") and which meet the description of a "charitable bond" provided in this specification (the "Bonds"). Upon the Bonds' maturing (following a fixed term of between five and ten years), Subscribers will receive back their full investment plus a rate of return.
