## Summary

The North Lanarkshire Council is conducting a procurement process titled "Provision of an On-Line System for Standardised Assessment of Attainment in Literacy & Numeracy" aimed at securing an established assessment solution for literacy and numeracy testing in school children. The procurement falls under the services category and is currently in the award stage, having recently signed the contract on 29 May 2017. Bidders must have submitted their tenders by the deadline of 16 March 2017. The council, located in Motherwell, Scotland, has specified an open procurement method and is seeking an integrated solution capable of operating within 120 primary and 23 secondary schools across North Lanarkshire, utilising over 5,000 desktop computers.

This tender presents significant growth opportunities for businesses specialising in educational software and assessment solutions, particularly those with experience in providing tested and proven systems for standardised testing. Companies with capabilities in cloud technology, data analysis, and educational services would be well-positioned to compete. The successful bidder will not only gain a contract valued at £405,000, but will also contribute to the educational improvement agenda of the council, underscoring a commitment to enhancing student attainment and data-driven decision-making within the local education system.

## Notice

The Council is seeking an established assessment solution for standardised testing of literacy and numeracy in school children. The Council wishes to procure a solution which is already tried and tested in the market place. It is not looking to commission the development of such a solution. The intention is for pupil attainment to be assessed at a number of year stages and cumulatively, over time, to inform the Council's school improvement agenda. This will be at stages P3, P5, P7 and S2. The data and analysis should inform decision-making by teachers, schools managers and authority officers about ways in which educational provision for individual and groups of children might be tailored to maximise its effectiveness. Together with teacher judgement this data and analysis will provide a baseline of pupil attainment that is needed to measure interventions from the Challenge Attainment North Lanarkshire Project
