## Summary

The Dumfries and Galloway Council has concluded the procurement process for the "Award of Newton Stewart Flood Protection Scheme Consultancy," which falls under the works industry category. This project aims to develop a sustainable flood protection scheme for the towns of Newton Stewart and Minnigaff, with the tender period having spanned from 1 April 2017 to 30 June 2018. The contract was awarded to Sweco UK Limited on 17 March 2017, following a competitive bidding stage that attracted three bids, with the lowest valid bid value being £170,921.09 and the highest at £260,948.00.

This procurement opportunity presents significant prospects for businesses specialising in technical and feasibility consultancy services, particularly those with experience in flood management and modelling. Firms that can demonstrate a proven track record in similar environmental consultancy projects, as well as those proficient in using advanced modelling software such as Flood Modeller Pro, will find this tender particularly relevant to their service offerings. Engaging with public sector projects like this can help enhance a company's portfolio and lead to further opportunities within government contracts aimed at sustainable projects.

## Notice

The main aim of the Newton Stewart Flood Protection Scheme is to develop a sustainable flood protection scheme for Newton Stewart that will be able to attract grant aid from Scottish Government. The Scheme will be based on the work undertaken to date and shall be developed to a stage suitable for submission to Scottish Government by the Employer. This requires a review of work undertaken to date and developing further those options which warrant further investigation. The area covered under this project includes both banks of the River Cree through Newton Stewart and Minnigaff and lower length of Penkiln Burn.A linked 1D/2D mathematical model of both watercourses within the study area exists based on Flood Modeller Pro (FMP) software. The model has been calibrated against both the 2012 and 2015 flood data.In order to maintain continuity, it is intended that the consultant who carried out the previous work and developed the mathematical model of the River Cree and Penkiln Burn will be retained by the Employer to provide services in undertaking any additional modelling work required for the project. It should be noted that identifying any additional modelling work required for the current project is the responsibility of the Consultant. The Consultant can also review the existing mathematical model if they wish and request clarification from the previous consultant about any aspects of the model including how model represents specific features and its limitations. The Consultant can request modifications to the existing model to represent any particular mitigation option they wish to consider, subject to prior approval by the Employer. This method of working is proposed in order to retain within the team considerable experience on flooding in Newton Stewart and Minnigaff gained by the previous consultant and speed up the process of undertaking any additional modelling work required.
