## Notice

This Prior Information Notice (PIN) relates to 2 services contracts, namely: 1. Transport Application Back Office (TABO); and 2. National ePurse. Both these services contracts shall be procured in parallel, albeit individually. It is intended that Contract Notices for each of these contracts, shall be issued towards the end of March 2017. Further information on the scope of services Transport Scotland wish to procure for each contract shall be provided by way of a forthcoming information day, to be held in Glasgow at 10.00 on Monday 20 March 2017. The intention of the information day is to enable potential operators both to better understand the scope of services required by Transport Scotland, and to enable Transport Scotland to better understand the current market and future development of such systems, such that a productive procurement competition can be achieved.

### Lot Information

Lot 1

There are currently two elements to the central smart ticketing infrastructure system operated by the Scottish Ministers, one element is the ITSO central smart ticketing system and the second element is a parallel non-ITSO processing engine Transport Application Back Office (TABO). TABO uses the data from public transport operators in Scotland collected by the ITSO system to calculate and determine the eligible concessionary reimbursement and to report on and analyse this data. The current TABO contract is due to expire. Consequently, Transport Scotland are now looking to procure a new replacement (including appropriate upgrades) TABO processing engine contract. Furthermore, Transport Scotland are also looking to procure a new settlement system contract to support a Scottish National ePurse at this time. TABO Contract It is anticipated the TABO contract will include: - Concessionary - Older and Disabled Scheme - Concessionary - Young Persons and Volunteer scheme - Concessionary - Rail and Ferry - Reporting and Analysis - Data Interfaces - User Authentication and Audit Trail - Commercial Travel - Bus Service Operators Grant - ePurse data reporting - Account Based Ticketing It is intended that the upgrade to the TABO system will be done in two phases. Phase 1 will include replacement of the existing TABO system and feature enhancement. Phase 2 will include further development of the system, including ITSO and non-ITSO based Account Based Ticketing (ABT), with batching of transaction before being settled to an account. ePurse Contract It is anticipated the ePurse contract will include: - ITSO Type 2 ePurse - Generate reports that support the delivery of the ePurse scheme - Calculate ePurse transaction payments due to operators - Calculate ePurse top-up payments due from operators - Support post issuance ePurse product creation on any compatible smartcard with an ITSO shell - customer facing web services A prerequisite of the ePurse contract, shall be that the Supplier must be registered and be accredited by the FCA Electronic Money regulations 2011 and registered with the Financial Services Compensation Scheme.
