## Summary

The Scottish Government, on behalf of Scottish Enterprise, has initiated the CivTech 2.0 - Challenge 6 - Power of Data procurement process, focusing on the development of innovative solutions to enhance public services. This tender, which falls under the services category, is located in Edinburgh, Scotland. The open procurement method allows for a broad range of submissions, with a contract value of £100,000. The tender period concluded on 1 June 2017, and the award was formally announced on 29 March 2018, indicating the completion of this project stage.

This procurement presents significant opportunities for businesses aimed at creating technological advancements, particularly those specialising in data analytics, software development, or user experience design. Small to medium-sized enterprises (SMEs) with innovative approaches to data management and public service accessibility would be particularly well-suited to compete for similar tenders in the future. By participating in such challenges, businesses can contribute to improving public sector efficiency while also expanding their own market presence through successful collaborations and projects.

### Lot Information

Lot 1

CivTech(r) 2.0 is a programme backed by the Scottish Government that will bring together private sector businesses, public organisations and citizens to develop more efficient and effective products and services, which will translate to new, better, faster and easier experiences for everyone. Innovation is key. By setting challenges - problems public sector organisations have identified - but not solutions, CivTech will be looking for truly great, innovative solutions. Citizens have increasing shifted towards online information and self-help, and the Scottish Government has responded with mygov.scot as its citizen facing website. Currently this has some 1,500 pages of flat content and will grow significantly over the next few years. This will present challenges about how we can best ensure citizens get the information they need as quickly, fully and easily as possible. In this, we cannot rely on any particular level of search knowhow, or on any set of prescribed search terms: people in the real world don't work that way. Problems that can occur include too many page links, links to irrelevant information, and links to potentially misleading information. These are all issues: a study by University College, London found that people when searching generally spend less than one minute on a page, and less than 10 minutes on a full search. In short, if the information isn't available straight away, in a straightforward manner, it's not used. We believe tech advances provide opportunities to solve these issues, so the Challenge is this - As the volume of content on mygov.scot increases, how can we create a way for citizens to access the public information they need via this website in a way that is easily accessible and user-friendly? We're fairly sure at this stage that one part of the solution will be to capture the information at the start of an enquiry that will establish a user's needs and the context of those needs, and so identify the information required for a full and appropriate response. A successful solution would create a pathway and signposting option for the user so they can make informed choices about where to go next, and where the enquiry is about a particular course of action, the solution would deliver outcome expectations [for example, the likelihood of success, and associated costs]. Please visit www.civtech.atlassian.net for more information on how to be involved in CivTech(r) 2.0. IMPORTANT: It is vital that applicants review the full information about each challenge available on the CivTech wiki page (https://civtech.atlassian.net/wiki/pages/viewpage.action?pageId=45847042) before completing the application. Below each challenge summary is a link to the full challenge, a video, relevant dates and further information about the challenge sponsor.. Technical Evaluation The assessment of applications will be averaged at 50-50 between Challenge Sponsors and the CivTech team, regardless of how many assessors there are for each side. For example, a Challenge Sponsor has 5 assessors and the CivTech team have two, their 5 scores will count for 50% and the CivTech team's two scores will count for the other 50%.
