BACKGROUND Following the completion of an Outline Prospectus Concept and a Masterplan Development Strategy for submission in relation to the Edinburgh and South East Scotland Regional City Deal, QMU wishes to engage a suitably qualified team to work with us to take forward this project to an Outline Business Case for the Edinburgh Innovation Park (to Treasury Green Book Standard). The Outline Business Case will be used by QMU with a view to securing capital funding from the UK and Scottish Governments and other funders. In the event that this is successful, further work will be required to progress to the Full Business Case stage. It should be noted that the delivery programme may change depending upon an uncertain political context in relation to City Deal funding (in particular the outcome of the UK general election), noting that the appointment could potentially be suspended. SCOPE OF WORKS The next step towards delivery of EIP is a Green Book Outline Business Case (OBC). QMU requires a report in the form of the Government guidance on Green Book Outline Business Case development as applied to the University's vision and outline strategy for the Edinburgh Innovation Park. Some of the information required to populate the Green Book OBC can be extrapolated from previous work undertaken in developing an outline commercial case for EIP. However, this will need to be re-presented in order to comply with the Green Book format. New data and analysis to support the project are required to populate the Green Book OBC format. This will include further consultation with University staff as well as further research and concept development. ANTICIPATED WORK STAGES 1. Review and familiarization - Review current status of the project and the business case - Identification of data and areas of input required by the university including liaison with university contacts in this respect - Identification of new areas of research required to be undertaken by the consultant 2. Interim Report - this will include information sufficient to demonstrate to the UK and Scottish Governments that the proposal is sufficiently well founded and robust to allow it to be included in proposed heads of terms for funding through the Edinburgh City Deal 3. Research, data gathering and analysis across the full range of OBC metrics 4. Compiling the OBC according to Green Book guidelines 5. Document design 6. Submission of draft reports 7. Submission of final report LIAISON The consultant will be required to work closely and liaise regularily with the university team to ensure an open flow of information in respect of the work. A formal reporting process will be instigated and a lead client contact will be provided in advance of the project commencing. The Consultant will be expected to attend 4 meetings on the Queen margaret Campus Location with each meeting lasting approx. 1.5 hours. This should be accounted for in your comercial submission. DELIVERY TIME-SCALES There will require to be flexibility as to how the activities to develop the OBC might be staged given the influence of the City Deal negotiations, but the anticipated delivery timescale is as follows Commencement 4th July2017 First draft End of July 2017 - Interim Report Second draft Mid-August 2017 Final OBC report Early September 2017
