## Summary

The Scottish Natural Heritage is seeking a contractor for the project titled "Herbivore impact assessment, deer population assessment and site condition monitoring," which involves conducting a detailed herbivore impact assessment (HIA), deer population assessment, and site condition monitoring at the Caenlochan Special Area of Conservation (SAC) and Glen Callater Site of Special Scientific Interest (SSSI). This tender, initiated under a selective procurement method, is currently in the award stage, with significant dates including a contract signed on 13th June 2018 and a total contract value of £59,980. Potential bidders should note that the procurement process included a two-stage restricted procedure, with the first stage involving the submission of an ESPD document.

This contract presents a valuable opportunity for businesses specialising in ecological services, environmental assessments, or wildlife management to grow and expand their operations. Companies that possess relevant experience in conducting similar assessments, particularly in protected natural areas, will be well-suited to compete for this contract. The project encourages bidders to leverage their expertise to enhance the methodologies used in the survey, thereby providing scope for innovative solutions and attracting SMEs focused on environmental protection and conservation services.

## Notice

An opportunity has presented itself for a contractor to carry out, in 2018, a detailed herbivore impact assessment (HIA), a deer population assessment and Site Condition Monitoring (SCM) at the Caenlochan Special Area of Conservation (SAC) and Glen Callater Site of Special Scientific Interest (SSSI). Please refer to Section II.2.4 of this Contract Notice for further details.

### Lot Information

Lot 1

To carry out a detailed herbivore impact assessment (HIA), a deer population assessment and Site Condition Monitoring (SCM) at the Caenlochan Special Area of Conservation (SAC) and Glen Callater Site of Special Scientific Interest (SSSI). It's expected that the herbivore impact assessment will be a replication of previous HIA carried out at the site (in 2008, 2012 and in 2015) and that the deer population assessment will follow the Faecal Accumulation Rate (FAR) method set out in Forestry Commission Bulletin 128. For comparison, the deer population assessment is expected to be similar to an assessment carried out at the Monadhliath SAC in 2011 (SNH Commissioned Report 527). The SCM is likely to involve survey of up to 8 of the qualifying habitats at the Caenlochan SAC - the method for SCM will follow the JNCC Guidance for Common Standards Monitoring. A two-stage 'Restricted' procedure is being used. Under Stage 1, candidates must submit a completed ESPD document (as attached to this Contract Notice). Those that meet the mandatory selection criteria will be assessed against Question 4C.1.2 and the responses deemed most relevant will be short-listed to Stage 2 and invited to submit a competitive tender. Stage 2 is expected to commence in March 2018. Tenderers will be encouraged to use their specialist skills and knowledge to contribute to the development of the method for the survey, for example by suggesting ways to gather additional information that would add value to the project. The survey and reporting contract period is expected to run from approx. April 2018 to February 2019. There is no strict guide price for the proposed contract but it is tentatively estimated that the overall cost of the contract may be in the region of GBP40,000 to 60,000.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 or 9 of the Procurement (Scotland) Regulations 2016.

Options: Option for tenderers to suggest ways to enhance survey methods and data obtained during surveys. Full details will be included in the Statement of Requirements.
