EDC/2017/2128 - Joint Email Filtering Solution - Option 2 - Cloud Hosted Service

East Dunbartonshire Council (EDC) and West Dunbartonshire Council (WDC) are looking to procure a new email filtering and gateway solution. At present the authorities have separate systems with renewal dates within the next 6 to 9 months and are looking to implement a new solution in a 2 phase approach. EDC will transfer to the new solution first as their contract expires in October and WDC will follow in line when their contract expiry in January 2018. The authorities are looking to implement a secure, reliable email service which will improve the detection and prevention of malware, spam, ransomware whilst reducing the associated administration overheads. Based on this we will consider 3 Options with only one option being awarded. Option 2 - Cloud Hosted Service. The expectation from this service would be all upgrades/patching etc would be carried out by the 3rd party. The authority themselves will monitor the application of the rules and proactively adjust for false positives. However, the system should have self-learning capabilities which will reduce the need for administration intervention. Similarly, the authority themselves will release emails following an agreed process. The 3rd party must ensure they meet the relevant Government Cloud Security Principles and accept they will be subject to checks by the PSN assessor's team.

Renewal: There will be an option to extend for two further 12 month periods.
