## Summary

The University of Edinburgh is seeking veterinary consultancy services for the "SEBI Veterinary Consultancy Nigeria" project, aimed at animal production analysis in sub-Saharan Africa. This procurement is classified under the services category, with a limited procurement method that does not require prior call for competition. The process is currently complete, with the contract signed on 14 August 2017, and a standstill period that concluded on 29 August 2017. The services will be delivered in Nigeria, emphasising local engagement and expertise.

This contract represents a significant opportunity for businesses involved in veterinary services, consultancy, or animal health management, particularly those with experience in international markets and projects. Companies with a strong background in data collection and analysis related to animal production and health in developing countries would be particularly well-suited to compete in this space. Leveraging the capabilities of organisations like Excelvet could provide trusted expertise that aligns with the goals of the SEBI Programme, fostering business growth in a niche sector.

### Lot Information

Lot 1

The Supporting Evidence Based Interventions Programme ("SEBI Programme" / "we" / "our") is a newly awarded project to be based at the Royal (Dick) School of Veterinary Studies. Its primary purpose is to collect and analyse data with regard to animal production and mortality in developing countries and better understand how this is linked to human standards of wellbeing in rural based communities. One of the primary deliverables under the three year SEBI Programme is the collection and analysis of quantifiable data on the extent and causes of cattle mortality and reproductive diseases in Nigeria, and assessment of potential interventions for addressing related issues (the "Nigeria Project").. Economic Operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016

### Procurement Information

We have identified Excelvet as an ideal intermediary party to subcontract for the Nigeria Project. Excelvet have all the attributes required, and its consultants who would work on the Nigeria Project, have both worked in recent years in an international NGO. Both have carried out similar projects for BMGF, the UK Department for International Development and the Canadian government and are highly experienced and trustworthy professionals. We believe that using Excelvet be the optimum approach as the relative skill sets of its Lead Consultants complement and synergise with each other and are invaluable to the successful delivery of the Nigeria Project.
