## Notice

Zero Waste Scotland wishes to appoint a Contactor to produce guidance for local authorities on the post-collection material sorting infrastructure required for material streams aligned with the Household Recycling Charter Code of Practice (CoP). The guidance must be clear and succinct, suitable for use by Zero Waste Scotland, Local Authorities and others who wish to appraise the impacts of aligning waste services with the CoP. It must also be fully referenced as appropriate.

### Lot Information

Lot 1

The contractor will produce a guidance document that describes the following: The bulking and sorting infrastructure required to sort: Plastics, metals and cartons; and Paper and cardboard Space and staffing requirements for The sorting line Storage of both input and output material Outline specifications for sorting kit, including associated operating and capital costs Comparable MRF gate fees Tips, lessons learned, good practice advice and examples of how a local authority can operate a cost efficient sorting line which produces high quality outputs The guidance must incorporate three worked scenario examples, for the following: A small local authority A medium local authority A large local authority, or a cluster of local authorities working in partnership The scenarios should be based on the assumption that the local authorities target the materials specified in the CoP. The guidance should also include a summary of relevant EN Quality Standards for specific materials; and how they can be achieved to allow councils to confidently sell the materials directly to reprocessors and / or the market. The contractor will undertake an exercise to gather information that can be used as a comparison against the investment costs to a Local Authority, to enable them to determine whether to sort CoP aligned material in-house or at a MRF. A summary of this information will be included in the guidance.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015
