## Summary

Renfrewshire Council has completed the procurement process for the "Provision of Energy Efficiency Works (HEEPS ABS) - Year One." This contract falls under the works category and was executed in Renfrewshire, UK. The procurement method used was an open procedure involving a mini-competition under the Scotland Excel Energy Efficiency Contractors Framework. The contract, valued at £4.5 million, was awarded on 15th September 2017, following a tender process aimed at improving energy efficiency in poorer residential areas.

This tender presents significant growth opportunities for businesses specialising in energy efficiency and construction services. Companies that can provide insulation solutions, roofing work, or ventilation systems would be particularly well-suited to compete for this type of contract. As the project aims to reduce fuel poverty and enhance the living conditions in mixed tenure blocks, it offers potential for long-term partnerships with local authorities and expansion in the energy services sector.

## Notice

For the past three years, Renfrewshire Council's (the Council) Home Energy Efficiency Programme Area Based Schemes (HEEPS ABS) have been mainly focused on reducing fuel poverty and carbon emissions, ran completely separate from the Councils Externals Works Programmes, which looked at the full external envelope of a property. With the Works Programmes and HEEPS ABS being very similar and becoming one in the same, the Council have decided to offer owner occupiers the opportunity to have a new roof installed as part of the External Wall Insulation / HEEPS ABS programme, for those roofs in a bad state of repair. The main aim of HEEPS ABS is to target poorer residential areas and achieve reductions in fuel poverty by applying insulation boards to suitable archetypes. It is hoped that by implementing these targets, it will ultimately help the Council to reduce fuel poverty as well as reducing carbon emissions in the process.

### Lot Information

Lot 1

The Councils strategy is to target mixed tenure blocks as well as wholly owned social blocks for energy efficiency works, utilising the Councils own Capital budget. The Council will also look to install ventilation systems (which will counter dampness / condensation) within social units where possible as well as replacement of windows and doors throughout the programme to ensure properties meet current standards.
