Lot 1

Zero Waste Scotland wishes to appoint a single supplier (the contractor) to provide rapid and flexible technical support services to Scottish business sector organisations (the clients) for the purposes of supporting the following: Energy Measurement and Quantification - this being the measurement, quantification and diagrammatic representation of energy flows across and within a site, including the high-level identification of opportunities for heat recovery; and Business Case Development for Heat Recovery - this being the provision of specialist support to develop a business case for non-standard, on-site heat recovery opportunities where such specialist support is likely to be of greatest value in progressing projects to implementation. There may also be a requirement to assess opportunities to use low grade heat sources for supply 'over the fence' or to a district heat network, where these cannot be recovered on-site economically. A detailed assessment of heat network feasibility will not be requested, with support focused on detailed assessment of the most appropriate surplus heat sources and offtake approach. The support for business case development is likely to be a staged offering, as follows: Strategic Business Case - prior to committing support to the development of a Full Business Case, a previously assessed opportunity will be reviewed and considered in more detail, including viability checks to identify the expected benefits, to determine whether it should be shortlisted for further support. Where shortlisted, the Strategic Business Case will include details of the scope, objectives and criteria for the Full Business Case assessment, to be agreed with Zero Waste Scotland and the client organisation. Full Business Case - this will be used to provide an in-depth assessment of options for a heat recovery opportunity and to identify and fully appraise a preferred technical option. The Full Business Case will include detailed financial, commercial and risk assessment (with appropriate management measures) of the preferred option, and a description of an appropriate delivery and management approach. The level of assessment and format of the outputs must meet the client's requirements for seeking authorisation to implement the project. Clients may be identified by both Zero Waste Scotland and the contractor, but may only commence with the agreement and approval of Zero Waste Scotland. Individual pieces of work will vary in duration and complexity, from a minimum of one day upwards. For Energy Measurement & Quantification instructions, it is anticipated that the majority of work will require no more than fifteen days total effort to conclude, and will be delivered in a short period of time, typically less than six weeks including client review and approval of the project outputs. For Full Business Case instructions for a heat recovery opportunity, both the maximum number of support days and the expected delivery period may be longer. No work should commence prior to sign-off of a completed Work Brief. Any relevant data, reports, guidance documents and policies that are available will be provided after sign-off.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
