## Notice

The main aim of the Criminal Justice Framework is to enable Glasgow City Council to meet its statutory obligations in respect of Criminal Justice and to provide services that contribute to making Glasgow a Safer and Stronger Community. All Purchased Criminal Justice Services, will sit within the Criminal Justice Framework. The Framework will consist of 6 Lots organised around the following activities: 1. Community Sentencing 2. Accommodation with Support 3. Tenancy Sustainment 4. Criminal Justice Community Support Service 5. Specialist Services 6. Purchased Criminal Justice Services Delivered in the Community.

### Lot Information

Community Sentencing

Provision of Community Sentencing. The Council is required under the Criminal Procedure (Scotland) Act 1995 and the Criminal Justice and Licensing (Scotland) Act 2010 to ensure that community sentencing is organised and managed as an integral part of the social work services responsibilities to the criminal justice system, offenders and victims of crime and their families. The funding for community sentencing is provided by the Scottish Government; and the Council is required to comply with any conditions set by the Scottish Government to ensure effective delivery of these services. Community Payback Orders (CPOs) are the most common type of community sentencing. Within CPOs a number of requirements can be imposed by the Court that must be managed by criminal justice social work services. These include offender supervision, unpaid work or other activity, compensation, conduct, programme, alcohol or drug treatment, mental health treatment or residence requirements.. Renewal: 1 year extension + 1 year extension subject to review.

Criminal Justice Community Support Service

There will be a variety of components to the community support service which should focus on delivering a mentoring and throughcare service to individuals within the community as well as those transitioning from prison into their community. This service should also deliver and evidence based groupwork program aimed at addressing offending behaviour linked to substance use.. Accommodation with Support

Currently the Council leases shared accommodation premises, comprising of 7 single rooms. The Council are seeking to make use of 5 places, with the Provider having the option of providing the 2 remaining places to the Scottish Prison Service for home release and/or to other Local Authorities.. Tenancy Sustainment

Currently the Council leases 60 temporary furnished flats. The Council works in partnership with GHA and City Property to lease the above premises to our service providers. The leasing of these premises will be transferred over to the successful bidder/s. The Provider will ensure staff are trained and supported to provide high quality flexible support outreach support, to service users who may present with a range of issues and complex support needs which may include mental and physical health problems, learning disability, addictions, financial exclusion, social isolation, fleeing violence etc.. Specialist Services

Specialist services relate to the support required for high risk offenders on a supervision order with additional support needs and management of particularly high risk offenders such as those subject to MAPPA (Multi-Agency Public Protection Arrangements) upon release from prison. Service needs can include intensive supervision in the community, sometimes including provision of accommodation and other support from e.g. Cordia, Mental Health, Learning Disability, specialist forensic services etc. This would be arranged as and when required based on individual needs.

Purchased Criminal Justice Services Delivered in the Community

On occasion funding may become available for community based initiatives that enables the Council to meet Statutory Requirements, or further the aims of the Council in delivering Criminal Justice Services that help to reduce re-offending or promote pro-social behaviour. In order for the Council to engage with providers to purchase these services, providers meeting the essential requirements of the European Single Procurement Document (ESPD) questions within the Qualification Envelope of the tender, will be invited to participate in a Mini Competition for specific services as and when the need arises. Only providers who apply for this Lot, can be considered as suppliers of any purchased Criminal Justice Services not included in Lot 1 - 5 for the duration of the Framework. Please note that there is no budget attached to this lot and no commitment from the Council to purchase services.. Multiple Providers List
