### Procurement Information

Under Regulation 33 (1) (b) (ii) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: A contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases-- (b) where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons-- (ii) competition is absent for technical reasons; The Polaris system is unique in the market as it is the only multi spectral slide scanner with Perkin Elmer holding the patent on the multispectral detection system that enables this imaging modality. This allows the spectral detection of 7 and up to 9 specific fluorophores within multiplex stained tissue sections and allows this to be conducted in a high throughput setting. Multi spectral detection is available on certain confocal microscopes but is restricted to small regions of interest and doesn't offer full slide scanning capability in a high throughput setting.
