The library is an efficient alternative to using commercial image banks, saving the public sector costs associated with the purchase of imagery on commercial terms. This invitation to tender reflects a requirement for the future provision of a photo library resource currently provided for NHSScotland (www.nhsscotlandphotolibrary.org). The Photo Library currently houses approximately 8000 images and has 5000 registered users. 500 additional images are added per quarter and searches vary between 6000 and 12,000 per month with an average of 5500 downloads. Options: Two separate areas of additional functionality are included below, please price each individually. Provision of a second tier of users within the site: - Managed authenticated guest services for second tier users (approximately up to 1000 users) - this may include a number of identified organisations. - Second tier user accounts facilitiy to view account history, change password etc. - Consent form management identify images available to second tier users through the use of a specific consent form. - Keywording and cataloguing of metadata to specifically identify images available to second tier users in addition to the usual standards. - Image search incorporating functionality to identify and return only the images recorded available to second tier users. - Site access providing access to areas of the site identified by the steering group for second tier users. - Second tier user enquiries maintaining the standards identified for other users of the site. Provision of new download size options for social media: - Formatting of current back catalogue of 8000 images resizing of images for use on Facebook, Twitter and Instagram. - Image resizing for new stock to reflect extra image resizing for new images added to the library in future (up to 2000 images per year).

Renewal: this tender aims to maximise flexibility in service delivery. NES asks suppliers to put forward fixed term proposals for five year contracts, with breakpoints at the end of each year where NES can review service usage, user needs and feedback, and any changes in supplier offerings. NES reserve the right to terminate the contract at each breakpoint.
