## Notice

The main aims of the flood protection study are to carry out a hydrological study of the Menstrie Burn and to appraise sustainable options for the mitigation of the flooding of properties within Menstrie with estimated costs and benefits.An initial study was completed following a flood event on 29 August 2012. Most of the short-term and maintenance-related matters identified in the study have been addressed. Further information about rainfall and gauge data for the catchment is being gathered to inform this assessment.There is a specific requirement of the LFRMP to assess the options for natural flood management within the catchment. Clackmannanshire Council is working with Heriot Watt University to fund a PHd study into the impacts of the forestry in the catchment undertaken in 2015. It is anticipated that the successful consultant will consider any current findings of this ongoing project as part of the study's options analysis and consider the wider catchment to identify any appropriate run-off control measures that may be applicable.Further assessment should also be undertaken to assess the potential benefits of a property level protection scheme in Menstrie. Due to very short flood warning times, automatic property level protection maybe considered most appropriate. The study might lead to implementation of actions at later stages of the flood risk management cycle, subject to availability of funding.The aims of the study are summarised below and further expanded upon in Section 3.7:1) Update the hydrology for both watercourses and incorporating data from the new river gauges.2) Assess the existing formal and informal fluvial defence infrastructure, in terms of structural condition, overall effectiveness, suggested improvements, and develop an asset schedule.3) Consider the natural flood management findings from the ongoing Heriot Watt research project, consider available NFM potential datasets and examine any potential wider run off control and sediment management options for the catchment.4) Update the hydraulic flood model to produce a linked 1D-2D model to accurately represent overland flows, predict water level and extent of flooding for the Menstrie Burn.5) Undertake an environmental walk-over of the site and scoping of environmental impacts. This will be used to inform option choice, constraints and opportunities.6) Consider a suitable Do Nothing and Do Minimum scenario and assess the risk of flooding to existing properties for each scenario.7) Assess baseline economic flood damages to property and infrastructure on the Menstrie Burn using standard data (Flood Hazard Research Centre) and Scottish Government appraisal guidance .8) Derive and assess the options for flood mitigation on the Menstrie Burn. Review previous assessments and derive a long list of options prior to short listing selected options for flood mitigation.9) Consider both the risks and opportunities of the options assessed in terms of reducing RBMP pressures on the watercourses of interest.10) Prepare suitable surface water flood mapping with the proposed flood protection measures in place to determine the impact the flood protection has on surface water runoff.11) Provide and cost outline options to mitigate against flooding. The outline options to be such that they can be developed into a Flood Protection Scheme.12) Select a preferred approach based on the most economically, socially and environmentally acceptable option, and identify any quick wins or actions that can be undertaken prior to the next 6 year flood management cycle.13) The successful consultant will be required to facilitate a meeting/workshop on completion of the draft report to present and explain the options assessed and the outcomes of the study to Council members and statutory stakeholders.14) Reporting.
