## Summary

The Scottish Government is seeking proposals for the "Electronic Monitoring of Offenders" contract, which is designed to support the criminal and youth justice systems in Scotland. The procurement, classified under the services category, is currently in the award stage, with the contract value set at £22 million GBP. The original contract was awarded to G4S, which has been providing these services since its initiation. This contract allows for a 24-month extension that is estimated at £8 million, reflecting adjustments to cover the increased use of electronic monitoring and technology enhancements. The location for service delivery is within the UK.

This procurement process presents significant opportunities for businesses specialising in electronic monitoring, security services, and technology provisioning. Companies that offer integrated solutions for monitoring systems or have experience in criminal justice technology would find this tender particularly suitable. Furthermore, businesses with the capacity to manage and scale operations in response to fluctuating caseloads could thrive under the expanded scope outlined in the contract, making them competitive contenders for future tenders in this area.

### Lot Information

Lot 1

A managed service contract for the Electronic Monitoring of Offenders to support the criminal and Youth Justice Systems in Scotland. Electronic Monitoring, also called "tagging" allows justice personnel to quickly and easily confirm that an offender is at a specified location when he or she is required to be present. When an offender is placed in an electronic monitoring programme, a tamper resistant electronic device is attached to his or her wrist or ankle. The device transmits an electronic signal indicating whether the offender has had any unauthorised absences or has tampered with the device. The service provider will be responsible for the installation, maintenance and removal of all necessary equipment and for the monitoring of offenders placed in an electronic monitoring programme.

### Procurement Information

The monitoring of individuals subject to a period of electronic monitoring (EM) is currently carried out by G4S, under a contract with Scottish Ministers. The contract, originally let for a period of 5 years, is due to expire on 31 March 2018.
