## Summary

Transport Scotland has issued a tender for a "Single Supplier Framework Agreement for Management Systems Audit Services" aimed at identifying qualified auditors for management systems related to transport projects across Scotland. The procurement method employed is a selective process under the restricted procedure, with a total contract value of £500,000. The procurement is currently at the award stage, having concluded on the 18th of January 2019, with the successful supplier being Turner & Townsend. Interested businesses should have submitted their proposals by the deadline of midday on the 21st of March 2018, with the services to be primarily delivered throughout Scotland.

This contract presents a significant opportunity for consulting firms and auditing organisations that specialise in management systems, particularly those with expertise in civil engineering and transport infrastructure projects. Potential bidders should possess relevant certifications, such as ISO standards, and demonstrate experience in delivering auditing services on projects of considerable scale (up to £3 billion in value). Given the nature of this framework, businesses experienced in working collaboratively with large public sector entities and accustomed to providing ongoing support and reporting would be particularly well placed to compete for this contract.

## Notice

Transport Scotland has a requirement for suitably qualified and experienced consultants capable of providing independent auditing services relating to management systems on works and services contracts of varying size and complexity. These services will support the procurement, development, construction, commissioning, operational and delivery stages of trunk road projects across Scotland. Transport Scotland on behalf of the Scottish Ministers wish to progress a procurement competition to provide Scottish Ministers with confidence that contractors and consultants are operating compliant management systems on our projects, and to support continuous improvements. It is anticipated that these services will be predominantly in relation to Scotland's trunk road network, but could extend to the railways and other parts of the transport system.
