## Summary

The University of Strathclyde, located at 40 George Street, Glasgow, UK, announced a tender for the commissioning of a Fully Turbulent Flow Channel (FTFC) for its Kelvin Hydrodynamics Laboratory. This procurement is categorised under goods and allocated under the open procedure. The tender period concluded on 26 March 2018, with the contract awarded shortly thereafter, with a signed contract value of £94,000. The main objectives involve the design, manufacture, and installation of a facility for hydrodynamic testing using both freshwater and seawater.

This tender presents significant opportunities for businesses specialising in engineering, manufacturing, and installation of scientific testing equipment. Companies with expertise in hydrodynamics, water flow systems, and high-precision engineering would be well-suited to compete. Furthermore, businesses should have the capacity to meet rigorous technical specifications and quality standards set by the University, ensuring they can provide the necessary instrumentation and support for cutting-edge research.

## Notice

The University requires a Supplier to conduct concept and detailed design, manufacture, installation and commissioning of a Fully Turbulent Flow Channel (FTFC) facility to perform hydrodynamic tests with flat test surfaces which can be combined with anti-fouling coating systems and light biofouling on these surfaces as well as with passive or active drag reduction mechanisms. The facility will be able to circulate freshwater as well as natural or artificial seawater. The FTFC facility is a circulating water channel with a high aspect ratio measurement section to confine the flow between two flat test panels (or surfaces) at the top and bottom of the measurement section while the two sides of this section will be used for measuring pressure drop which can be related to the skin friction drag of the test surfaces and for visual access to observe and measure the flow characteristics over these surfaces. Please see Appendix G - Specification for further details.

### Lot Information

Lot 1

The University therefore requires a Supplier to conduct concept and detailed design, manufacture, installation and commissioning of a Fully Turbulent Flow Channel (FTFC) facility to perform hydrodynamic tests with flat test surfaces which can be combined with anti-fouling coating systems and light biofouling on these surfaces as well as with passive or active drag reduction mechanisms. FTFC will be installed in the Kelvin Hydrodynamics Laboratory (KHL) of the University with the ability that it can be re-located to another place with ease if it may be required in the future. The FTFC will require accuracy and repeatability in order to provide a highly instrumented system which can record and control all process inputs and outputs necessary to perform state-of-the-art research on pressure and velocity distribution of the water flow in the measurement section. Please see Appendix G Specification for further details.

Options: The Public Contracts (Scotland) Regulations Section 32 Part 5(b). The Contracting Authority reserves the right to request additional deliveries by the Successful Tenderer either intended as partial replacement of supplies or installations or as the extension of existing supplies or installations. The Contracting Authority may at its sole discretion exercise this option.
