## Summary

Scottish Borders Council has recently completed the tendering process for "The Great Tapestry of Scotland Visitor Attraction", a significant project within the construction industry located in Galashiels, UK. The procurement method used was selective, under a restricted procedure, with the final contract awarded to Ogilvie Construction Ltd on 30 March 2019. The total contract value is approximately £4.9 million, linked to the official completion and delivery of an architectural asset that will enhance the town's cultural landscape. The project aims to create a permanent home for the world's longest tapestry, incorporating a gallery and related facilities. Key milestones included tender submissions ending on 4 May 2018 and contracts finalised within a stringent regulatory framework, ensuring compliance with the Public Contracts (Scotland) Regulations 2015.

This procurement presents notable opportunities for businesses in the construction sector, particularly those specialising in large-scale public works and cultural heritage projects. Contractors experienced in delivering high-quality, environmentally sensitive developments would find themselves well-positioned to participate in similar future tenders. Given the emphasis on community benefits, such as job creation and training, firms engaged in local workforce development or with strong social responsibility initiatives may find a competitive advantage when bidding on upcoming projects led by the Scottish Borders Council, aligning with their broader economic and environmental goals.

### Lot Information

Lot 1

The new Great Tapestry of Scotland will be an internationally important visitor attraction and a strategic asset of architectural importance to the Borders. It will provide a bespoke solution for the display of the Tapestry and become an instantly recognisable setting to local, national and international audiences. The site is a prominent key point which will be within the town of Galashiels, and is located at the corner of Channel Street and Sime Place. The existing retail property (located at 14-20 High Street) has been demolished through an advance works contract. On this cleared site, a new two storey tapestry visitor attraction will be constructed, comprising the main tapestry gallery (located at first floor level) with associated cafe, shop, temporary gallery space and ancillary support areas located at ground floor level. In addition, the adjacent Grade B listed former Post Office building, will be refurbished and brought back into productive use to supplement the Tapestry proposals. An active Post Office sorting office and operational depot will remain in use throughout the duration of the contract. The site sits within a Conservation area that requires the design to provide a considered and positive response to the surrounding environment. Overall, the design will deliver a high quality finish that takes account of the built environment, and also improves the quality of the town centre environment. SBC intends to appoint a main contractor to carry out and complete the design, construction and delivery. It is anticipated that the existing design team will have completed the design to RIBA Stage 4, at the point of tender, and the existing design team will be novated to the main contractor.
