## Summary

The contracting process is led by Food Standards Scotland (FSS) and concerns a tender titled "Services to Enable the Identification of Beef Origin." This procurement falls under the services category and is located in Aberdeen, UK. The current stage is the Award phase, following an open procedure that commenced with the tender period. Key dates include the bid opening on 20 April 2018 and the award date on 25 June 2018, with a total contract value of £100,000. The final contract is active and will run until 31 March 2019, with the possibility of renewal.

This tender presents significant opportunities for businesses, particularly those involved in agricultural science, food safety, or forensic analysis, as it requires expertise in methods like stable isotope analysis and trace element analyses to determine beef origin. Companies able to deliver robust operational tools for surveillance and fraud investigation in the food supply chain would be well-suited to compete. The emphasis on scientific justification for methods means that innovative firms with strong technical capabilities may have a competitive edge in this procurement process.

## Notice

5. FSS wishes to commission provision of services that will enable us to determine the geographical origin of beef sold at processing, retail and catering establishments in Scotland. It is expected that the services will be based on the use of stable isotope analysis and trace element analyses, although alternative approaches will be considered if there is scientific justification that they offer improved discriminatory power. The method/approach applied will have sufficient sensitivity to distinguish beef of Scottish origin from beef which has been produced in other countries within the UK and internationally.

### Lot Information

Lot 1

The Contractor will deliver a functional operational tool that can be used for both surveillance purposes and the investigation of suspected fraudulent activity involving the mislabelling or substitution of beef which has been marketed with a Scottish provenance claim. It is essential that the method/approach applied is robust, reliable and capable of supporting enforcement activity and legal action.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: The Authority may, by giving notice to the Contractor, extend the period of the Framework Agreement to a date falling no later than four years from the Commencement Date. Subject to that constraint, the Authority may extend the period of the Framework Agreement on more than one occasion.
