## Summary

Transport Scotland is leading the public procurement process for the "A9 Dualling Programme: Native Plant Materials Supply", located in the UK. This initiative aims to support the continuous dualling of the A9 between Perth and Inverness, which is expected to be completed by 2025. The current procurement stage is active, with key dates including the submission deadline for tenders set for 13 August 2018 at 12:00 BST. This selective process, following a restricted procedure, has an overall project value of £2,100,000, encompassing various lots for the supply of native plant materials.

This tender presents significant opportunities for businesses specialising in environmental supplies, particularly those that provide native vegetation such as trees and shrubs. Companies with experience in sustainable sourcing, seed collection, and plant material propagation would be particularly well-suited to participate. The procurement will likely be conducted through a framework agreement, allowing suppliers to respond competitively to the various lots available, thereby enhancing their potential to secure long-term contracts and foster business growth in the environmental sector.

## Notice

Scottish Ministers have announced a project to provide continuous dualling of the A9 between Perth and Inverness by 2025. This will include the provision of a significant amount of native vegetation of local provenance to help integrate the road and its structures into the adjacent landscape whilst mitigating any residual impact on surrounding sensitive receptors. To address this requirement, Transport Scotland has identified the need to appoint suitable supplier(s) to supply native plant materials (trees and shrubs) likely to be required for the A9 Dualling Programme. The aim is to ensure that the relevant native species of the required size, quantity, quality and provenance are available for use on the individual projects that make up the A9 Dualling Programme: Perth to Inverness.

### Lot Information

Native Plant Materials Supply - Phase 1 - Lot 1

Transport Scotland is an agency of the Scottish Government and contracts in the name of and on behalf of the Scottish Ministers. Transport Scotland has identified the requirement to appoint a Supplier (or Suppliers) to supply all native plant materials (trees and shrubs) likely to be required for the A9 Dualling Programme. It is currently considered most appropriate to procure the supply of these native plant materials in 2 phases, the initial phase (i.e. Phase 1) addressing the immediate requirement over the next 4 years, and the subsequent phase (i.e. Phase 2) addressing the requirements through to 2025. This notice relates to Phase 1. Due to the uncertainty of supply volume it is considered that this requirement would be best met through the use of a framework agreement. Furthermore, due to the overall value of Phase 1 and magnitude of requirement it is considered best to divide Phase 1 into three lots. It is intended that a Supplier will be procured for each Lot, such that a single-supplier framework agreement be set up for each lot. Suppliers will have the opportunity to bid for all lots or individual lots. It is intended that call-offs from the framework will commence immediately following conclusion of the framework agreement, such that seed collection/harvesting of cuttings may be able to commences this year. This would result in sufficient supplies of native plant materials of the correct age, quality and provenance being available for transplanting along the A9 corridor from Autumn 2021 onwards.. The Supplier will be procured through a competitive tender procedure, in accordance with the Public Contracts (Scotland) Regulations 2015. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
