SRUC seeks an innovative solution that will provide access to a payroll system that allows self-input and reporting coupled to a Managed Service covering payroll calculations, payroll advice, support and guidance where needed. Tenderers must ensure that they meet all obligations as a data processor, as set out under the requirements of General Data Protection Regulations (GDPR). Where data would be processed by any other third parties in execution of this Contract then these must be clearly stated in the tender response. Tenderers must complete and submit both the ESPD, and Schedule 3, 4, 5, 6 and 7 of the Invitation to Tender document. Failure to complete and submit the ESPD, and Schedule 3, 4, 5, 6 and 7 of this document will result in the tenderer's submission being rejected. The full requirement of each award criterion is detailed in Schedule 3 of the Invitation to Tender. Tenderers are requested to respond therein with clear proposals for each of the elements and should note the maximum word count for each section, if indicated. A short list of a maximum of three suppliers will be drawn up based on the top three scores for award criteria Section 1, 2, 3, 4 and Pricing. The short listed suppliers will be invited to present their proposal and provide an overview of their system to SRUC. The presentation will be scored as per award criteria Section 5, with the awarded score being added to that for Section 1, 2, 3, 4 and Pricing. Further Tenderers are required to disclose: 1. whether they rely on the capacities of others and any sub-contractors not being relied on to meet the selection criteria (see ESPD Part II); 2.whether they can provide certification regarding payment of social security contributions and taxes (see ESPD Part II A.16.5); 3. whether they are enrolled in a relevant professional or trade register (see ESPD Part VI A); 4. details of Economic and Financial Standing (see ESPD Part VI B).

Options: To ensure future functionality and best value, SRUC invites proposals for a HR system that could be added to our payroll system now or in the future.

Renewal: The contract will be for a period of 4 years, with the option by mutual agreement to extend for two further periods of 12 months each, unless the contract is terminated earlier, in accordance with the provisions of clause 19 of the Purchaser's Terms and Conditions of Contract as detailed in Schedule 8 of this tender.
