Lot 1

As Scotland's principal environmental regulator, the Scottish Environment Protection Agency (SEPA) is coordinating the Smarter Regulation of Waste in Europe (LIFE SMART Waste) Project [1]. The Project's Action B8: Develop innovative remote sensing techniques, pilot them and produce evaluation and intelligence reports is one of the key deliverables of the LIFE SMART Waste (LSW) Project. SEPA requires an experienced remote sensing contractor to use their previous knowledge and skills of producing remote sensing solutions to develop and pilot an innovative Remote Sensing (RS) approach for the detection of unknown waste sites for a number of challenging waste types. The overarching goal of the LSW Project is to demonstrate innovative ways of understanding, tackling and reducing waste-related crime. Waste criminals are short-changing EU economies, avoiding the costs of legal waste management to make substantial profits from unlawful waste landfills. Attempts at the accurate, prompt and cost-effective detection of illegal waste sites that were previously unknown or unsuspected is a challenge for the government waste management sector. This contract represents an opportunity to use existing RS techniques in an innovative way to solve a major issue in the regulation and enforcement of the waste sector. SEPA are seeking an experienced remote sensing contractor to develop and pilot an innovative RS system to detect illegal waste sites.
