Stage 1 is the 'Award Criteria' and only the Contractor with the Most Economically Advantageous Tender from this phase will be taken forward into Stage 2, the 'Selection' stage. Should that Contractor fail Stage 2, the second placed Contractor from Stage 1 will be taken forward to Stage 2, and so on until a Contractor which fully satisfies both Stages is found..
