## Summary

The procurement process is led by the LHC for the Scottish Procurement Alliance (SPA), focusing on the renewal of the "New Homes Construction – Offsite" Framework Agreement aimed at constructing residential dwellings with offsite systems. This initiative falls under the construction industry and is set to cover various locations across the UK. Currently in the planning stage, the anticipated future notice date is scheduled for 16th May 2018. The total estimated value of the contracts available through this framework is £1 billion, catering to a range of project scales from small infill sites to larger developments.

This tender presents significant growth opportunities for businesses, particularly those specialising in offsite construction methods, including modular housing and building systems. Small and Medium Enterprises (SMEs), contractors, and suppliers looking to engage with public sector projects will find a conducive environment to compete. The framework will be accessible to all public sector organisations, creating a broad platform for potential bidders to showcase their services and capabilities, thus enhancing their market presence in the construction sector.

## Notice

This notice supports PIN 2018/S 071-156374 published in the OJEU. On behalf of the SPA, LHC will be renewing its Offsite Housing (NH1) Framework Agreement in respect of the construction of residential dwellings incorporating offsite systems for the public sector. The framework is aimed at delivering housing, apartments, care homes and multi-occupancy dwellings. Contract sizes will cover both small infill sites and larger schemes. In developing the framework we are proposing to hold workshops for prospective tenderers.

### Lot Information

Lot 1

LHC is re-procuring its NH1 Framework for offsite housing for the public sector. The primary aim of the framework is to deliver housing, apartments, multi-occupancy buildings including care homes, sheltered accommodation and student accommodation. The Framework will be open for use by all public sector organizations including local authorities and registered providers. A list of eligible organizations is available at www.lhc.gov.uk/24 The Framework is currently split into 3 workstreams: -- Workstream 1 Volumetric Systems, -- Workstream 2 Panelized Systems, -- Workstream 3 Construction using offsite systems. Each workstream was offered across various geographical regions across the UK. It is proposed that the revised framework will also be split into regional lots to encourage SME's to apply. The previous framework had lots covering the following areas: Southwest England, Southeast England, London, Midlands, Northern England, Wales and Scotland. The Framework was also divided by project size, and whether the project was a low or high rise project. The format of the lots for the new framework will be decided after pretender engagement. It is proposed the new framework will cover the following areas: 1. main contractor services for delivering offsite systems; 2. manufacturers who only want to offer supply and installation of offsite systems; 3. consortiums or groups who can deliver main contractor service for off-site systems; 4, delivery of modular houses; 5. delivery of apartments and multi-occupancy buildings; 6. delivery of rooftop units; 7. delivery of a range of size of projects from small infill sites to larger projects.
