Pre-Qualification questionnaire (open invitation assessed on exclusion and selection criteria) designed to identify a shortlist of candidates; and 2. Invitation to Tender (ITT) (shortlist of 6 contractors from PQQ stage assessed on ITT award criteria). *40% quality (20% from stage 2; and 20% from stage 1 PQQ)
