Perth and Kinross Council intends to contract with NorthgateArinso UK Limited for the provision of licensing and support for: a)Optimum Time and Attendance flexitime software system and associated hardware maintenance for a period of five years to 31 October 2023. b) ResourceLink Integrated Human Resources and Payroll system for a period of five years to 31 October 2023. ### Procurement Information The Council's current requirement is strategically aligned to the functionality of the ResourceLink and Optimum products. The impact on service delivery and cost implications of changing to a new product would reduce the Council's ability to provide Best Value. The required licensing and support of this product can only be provided by NorthgateArinso for technical reasons and due to the supplier's exclusive rights in and to the proprietary ResourceLink and Optimum products.
