NSS Health Facilities Scotland is initiating the "Frameworks Scotland Healthcare Planning Framework" to procure professional healthcare planning services. Lot 1: Strategic / Whole System Healthcare Planning The Framework will enable organisations to access professional Healthcare Planning advice and support, and to supplement in-house resources where these are available. The consultant Healthcare Planner provides an important role in facilitating change management in services, supporting development of service strategies at national, regional and local levels, and providing clinical / evidence based input into asset development. A procurement approach being considered is that the Framework has two distinct lots, with Lot 1 offers strategic / whole system healthcare planning. This takes account of systemic changes (e.g. regional service planning), demographic shift and other drivers. (Organisations able to support a strategic approach may differ from those primarily focused on supporting project development). There may be some overlap between the lots; participation is unrestricted, where selection criteria for each is met. A Lot structure may attract potential new bidders together with previous / existing bidders. Widening consultant bidder range for framework entry is considered beneficial to NHSScotland. Prospective bidders are invited to respond to questions contained under 'Additional Information' below and comment on Scope and potential allocation of duties between lots contained in the PDF attachment.
