The tender will comprise the Capability/ Prequalification Document [ESPD]; and the Contract Sum stated on the Form of Tender. The submitted Capability Document Submission will be assessed as a pass or fail to identify contractors who pass the thresholds. Subsequently and only for those contractors who have their Capability Document assessed as a pass the priced tenders will be assessed. The contractor who submits the lowest sustainable tender price may be recommended for acceptance as the preferred contractor.. The contract is for 2018-19, with options to phase the contract at the Employer's discretion and subject to agreement of the Parties, on an annual basis to 31st March 2023
