## Summary

The Strathclyde Partnership for Transport is inviting bids for the "SPT Subsidised Local Transport Contracts" in the transport sector, located in Glasgow, UK. The procurement is currently in the planning stage, with an active timeline for applications as it is setting up a Dynamic Purchasing System (DPS). The tender period concludes on 8th August 2028, which offers substantial time for suppliers to prepare their qualifications. Interested parties must complete a qualification process that includes a Technical Envelope and an ESPD, with a project value estimated at £200 million.

This tender presents significant opportunities for businesses specialising in local transport services, particularly those holding a PSV Licence or Permit. Companies capable of providing innovative cost-effective solutions and those with experience in public transport contracts may find this tender advantageous. The inclusion of community benefit requirements also opens avenues for businesses focused on sustainability and social impact. As suppliers successful in the qualification process will be invited to participate in future mini-competitions, firms are encouraged to act promptly to secure their position in this lucrative market.

## Notice

SPT is setting up a Dynamic Purchasing System (DPS) for the procurement of subsidised local transport services. To join this DPS you must firstly complete a Qualification which consists of a Technical Envelope and an ESPD (European Single Procurement Document). The ESPD allows suppliers to self-declare that they a) do not fall within a ground for exclusion (or, if they do, they can demonstrate that they have taken self-cleansing measures) and b) meet the relevant selection criteria. Once the Qualification has been completed and approved, applicants will be added to a list of suppliers that will be invited to tender for future contracting opportunities in the form of mini-competitions. Please note: Suppliers must be in possession of a PSV Licence or Permit to qualify.
