## Summary

The Scottish Government, acting on behalf of the Scottish Housing Regulator, is currently in the award stage of the CivTech 3.0 - Challenge 4 procurement process. This initiative, aimed at enhancing the accessibility and efficiency of social housing data, is classified under the services category and is located in Edinburgh, UK. The contract, valued at £40,000, was signed on 3rd May 2019, following an open procedure, and is part of a broader strategy to improve tenant empowerment and engagement within Scotland's social housing sector.

This tender represents a significant opportunity for tech-focused businesses, particularly those that specialise in data integration, user experience design, and public sector innovation. Companies that can provide flexible, cost-effective solutions to enhance the accessibility of social housing information are well-positioned to compete. The challenge encourages the development of user-friendly interfaces and integration with existing public sector systems, making it an appealing prospect for SMEs aiming to grow their footprint in public procurement.

### Lot Information

Lot 1

Our statutory objective is to safeguard and promote the interests of tenants, people who are homeless and other service users. One fifth of Scotland's population lives in social housing and around 40,000 people seek help from local authority homelessness services each year. Tenants' choice is constrained. They can't easily choose to change their landlord the way that consumers can with other service providers. So we want to empower tenants and maximise their consumer power in other ways. Our data can help to do that, by enabling tenants to ask questions and by creating an environment where landlords are motivated to improve. Improved landlord services will improve people's lives. Our direct relationship is with the landlords we regulate. We want to go beyond traditional regulatory tools and engagement, using our data to shine a light on performance and harnessing tenants' consumer power to drive improvements more effectively and efficiently. What the Challenge Sponsor would like to see from the solution Key features of the solution: - Accessible, visually-engaging user interface, delivered through appropriate channels to reflect how tenants access and consume information. - Flexibility/ capacity to add or change data sources in future. - Minimal running costs once established. - Ability for tenants to select and focus on the data that matters to them. We have taken work in this area as far as we can using existing solutions - our Landlord Report and comparison tool, and by publishing our data through open data sources. There is nothing readily available that can make this information more accessible for the lay person to use. Other BI type solutions are too technical or costly, and not tailored to our purpose. And our existing systems cannot give us analytics on what pieces of data people are looking at. Systems including software, APIs and databases the solution will need to work with and / or integrate with: We have built our Business Intelligence System on a Microsoft platform which comprises MS Dynamics CRM 2011, MS Sharepoint 2013 and MS SQL Server 2012. Our most important data is published on our SHR website (Drupal) conforming to Open Data principles.
