Challenge narrative The NHS in Scotland has important requirement to manage the demand and supply of treatment at a local, regional and national level effectively. As our population lives longer, often with increasingly complex health needs, that brings even greater demand on these finite services and even greater need to manage them well. Matching available health service capacity to demand is a long-recognised challenge that affects health boards in Scotland. The management of these processes is manual, remaining unchanged for many years. Solving this challenge is not simply about replacing current processes. We want to engage a company that can modernise, automate and optimise demand management for hospital services. We need a team that can bring a completely new point of view to the problem and bring a product or technologies that have the potential to scale across Scotland. Success will see NHS resources better used as time saved as well as a better experience for patients and staff. The overall benefits are expected to include reducing the time patients wait for appointments, reduction in overheads for hospital administration and more efficient use of the resources available. Why the Challenge Sponsor is focused on this Challenge The experience of waiting for hospital treatment is a major concern for patients and the desire to improve that for members of the public and the health service is a driver for this challenge. We are convinced that the problem can be solved with the right partners. NHS National Services Scotland hold a wealth of retrospective national waiting times data. Effective use of data is essential to the running of health and care services as well as the wider public sector and recent work has highlighted some significant gaps in understanding and the potential use of data to improve patient and personal outcomes. What the Challenge Sponsor would like to see from the solution The challenge sponsors are looking for innovative and new ways of optimising the delivery of services in the NHS, and potentially beyond, to reduce waiting times and costs. Ideas that provide significant reductions in manual handling of data are particularly encouraged. Who are the end users? The end users will be NHS teams in secondary and tertiary care settings, community and primary care who are tasked with improving the management of patient waiting times and the delivery of services. Other users include analysts and staff responsible for management and publication of waiting times information. This would include staff in NHS National Services Scotland and Scottish Government. What would success look like in measurable terms? - Reductions in the length of time patients wait for appointments or admission. - Reduction in time taken to schedule and manage bookings and appointments. - Identification of inefficiencies and opportunities for improvement. - Reduction in time taken to analyse and report on waiting times information Systems including software, APIs and databases the solution will need to work with and / or integrate with This will depend on the solution from the challenge participant and the NHS board partner. There are a number of different systems and databases that they will have to work with / integrate with. Retrospective data on a range of different hospital waiting times is already freely available from the Information Services Division website www.isdscotland.org. The stakeholders that would be involved and the team would require access to Senior leaders and managers from NHS NSS are available and committed to working on this challenge. We are actively seeking to engage partners from one or more of the NHS Boards to support the testing and delivery of the solution in a frontline setting. What's in it for the successful solution provider? Better use of data to reduce waiting times would present a considerable commercial potential at both national and international level..
